McEnery Water Resources

            John McEnery, Ph.D., P.E., CFM, is Principal Engineer for McEnery Water Resources, LLC bringing over 35 years of experience as a water resources engineer, modeler, researcher, instructor and designer. Originally from St. Louis, Missouri, he is licensed as a Professional Engineer and Certified Floodplain Manager in multiple states; including Missouri and Texas.  Dr. McEnery holds a Ph.D. in Civil Engineering from Clemson University and both an M.S. and B.S. in Civil Engineering from the University of Missouri at Rolla.  His recent consulting includes unsteady floodplain modeling of the upper Houston watersheds during Hurricane Harvey in support of litigation,  as well as multi-dimensional modeling of complex flows at a white-water section of the Trinity River, TX for the City of Dallas.  Additionally, his research activity has included decadal modeling of river bed development in the Brazos River, TX and the creation of a computer server for automated exchange of hydrologic data such as precipitation and river flows.  His professional activity includes project collaboration with the City of Dallas, the Texas Department of Transportation, Tarrant Regional Water District, the Texas Water Development Board, the U.S. National Weather Service, U.S. Army Corps of Engineers and U.S Geologic Survey.  While serving as a faculty member at the University of Texas - Arlington, he was Coordinator of the Water Resources Program. 


            Dr. McEnery is an expert in the areas of hydrology and applied fluid mechanics.  He has an advanced background in both physical and numerical modeling of riverine hydraulics.  His numerical modeling expertise includes application of the state-of-the-art multi-dimensional AdH model, the HEC-RAS and HEC-HMS models and instruction of university courses in the use of numerical models.  His work has assessed contaminant exchange within river sediments and developed hydrologic modeling techniques for the optimization of regionalized storm water detention.  Dr. McEnery has also served as a research scientist in both the Hydrologic Research Office and National Water Center of the National Weather Service.  He has several years of professional experience designing drainage projects conforming to St. Louis Metropolitan Sewer District (MSD) and St. Louis County standards in both the private sector and for the stormwater division of a municipal public works department.
